By Qur’an, we mean anything that has lots of the Qur’anic Arabic words on it. So if a piece of paper has lots of Qur’an written on it, you will need wudu in order to touch the paper. By lots of Qur’an we mean that half or more of that paper or book is the Arabic words of the Qur’an. If you do not have wudu, you cannot touch or carry the Qur’an even if it is covered with something.
